Best Free DVD Making Software

A friend of mine wants me to create a DVD of highlights of the 2011 Le Mans 24 Hours, and I was thinking what are the best DVD-dreading software available? I need something preferably that can handle creating sub titles and chapters in differing menu's, so I can divide the parts of the film up.

Any suggestions? Advice?

And if it helps I am using VideoPad Video Editor for the movie as it can handle MPEG files and it also far more stable than movie maker.
