Best Modifies Non-Race Cars

Hey I have a bunch of money, and its burning a hole in my , err, credit pot. I want to buy a non-racecar (modifiable) that will go REALLY fast and handle nicely.
What should I get and what should I do to it? Is there anything that can hit 400mph?
 
The Lotus 350 Sport! or a Viper!
 
And how does it compare to the GT40, the GT1, and the Tuscan Speed 12?
