A budget of what? You could buy a cheap analog capture card but the quality wouldn't be very good. You need something digital and $100 is as cheap as you're going to get on that.
The cheapest way would be to point any camera that can record video that you already own at the screen and record the screen. It'll look like crap, but it'll be viewable.
After that you need to buy something to do the job. It starts at cheap PC video cards with video-in, recording in 480p. If you want something to record as you play, they won't suffice because of the input lag they generate. You'll need a video signal splitter or an external device with an inbuilt splitter - like the Hauppauge products.

If I were to just come across that video on YouTube there is no way I would guess that was taken by a mobile device. Was it just pointed at the TV? If so, I might have to try it one of these days.
Phone is the cheapest (free) and use Windows Movie Maker (also free) to add titles, graphics, music, fades and other effects. Very easy to use. The promotional video in my sig was done with my Blackberry Phone set to record 720P. Not the best quality but it's passable.
I've since purchased a Roxio HD Capture system but have yet to get it going. Just found out the CD supposed to be in the box isn't there so I'm off to get a replacement today.
I use a Sony dvd recorder which I got from a used store for £20. It's not the best in quality, and it also means extra time because of ripping from the disc to the pc, but it's very stable and sound is really good.
Downside, apart from time, is that it only runs at 480p and can look a little fuzzy because of that, but it was very cheap and a more modern unit would produce better results.

But there's mobile phone videos, and mobile phone videos. The one you posted is fine with a good quality phone and a stand/tripod of some description. What you don't want is like the one below with a crappy phone that's moving around all the time.
Oh, and Hauppauge HD PVR for the win. You can get cheap recorders. You can get good quality recorders. You can't get both.
Thanks again VBR. I have at 14 megapixel dslr though it sadly doesn't have video input. I tried it this morning, but it looked like crap. Maybe it will look better on the computer. We'll see.
Back when I used to film video game footage ( mainly posting youtube videos on trouble spots in games ) I used a Canon digital camera. Some videos turned out good and others not so good. Depends on the lighting in the room at the time I guess.

I purchased an Intensity Pro capture card several years back and it's been well worth it's money. It's a dinky little thing with amazing processing power, has both component and HDMI inputs and outputs, and you can seemlessly convert between the two (HDMI in, component out and vice versa), and it can either catch 1080p/60FPS uncompressed in all it's beauty, or it can compress the video on the fly to whatever resolution and quality you want to set it at, or you can take non HD footage and upscale it to 1080p, and it can do all of that without any lag whatsoever from the source footage. It's able to do all of this as it has it's own CPUs, so uses not one iota of your computer's CPU processing power.
A few years back I paid £120 for it, so it'll be cheaper by now. It may sound like a lot, but it's an extremely capable capture card and will accept satellite boxes and all that too.
Plus, since you'll be streaming the video through your PC, you can also use software that enables you to have realistic almost PS4 quality visuals like this (and add oomph to the sound), which makes GT5 feel incredible while playing! I used lens, colour and lighting effects on my capture software to achieve this TV camera look. Please watch it in 720p!
I use the Avermedia HD capture box, I don't even need to have a pc on. Capture video upto 1080i & images at the same time straight to USB or the internal hdd. Great bit of kit.

Nope, I didn't. If you used S Video to record yours it would be much better quality than using the AV cable that came with the PS3 like I did. I recommend you buy this as well; PS3 S Video Cable by Sony
Just remember, the EasyCap is very hit & miss. For some people it works & for others it don't, & either way it's not very easy. It should be called the Hard-As-HellCap imo! By the way, the EasyCap I had only records in 4:3 & in SD, I had to change the aspect ratio & upscale it to HD (as well as deinterlace it) while rendering it, took about 1 hour & forty minutes on my old P4 2.8Ghz processor.
