The problem with the roulette in GTS compared to GT3 is that in GTS, all cars are predetermined. One car has a 100% chance and the others have a 0% chance, whereas on GT3 each car had a 25% chance. However, there is an algorithm made by PD for a different, unseen roulette. The roulette of which 4 cars are chosen for the Wheel of Disappointment, and which car is ultimately given to us. This algorithm probably has more chances of giving a 🤬 hatchback or Gr.B Rally car.
