do these things actually work or is it just another scam ?

I can't see the page but if it is waht I think it is they do work very well. For example almost all of the "tunes" for the BMW 335 are piggyback boxes.
 
Yeah really, I am not sure about this one but for most cars you can see a 10-50 WHP increase on NA cars. Turbo cars get from 25-100+ WHP extra. If it was me I'd do some research about it first.
EDIT: did a quick google search and atleast this one is fake. All this one does is tell the car it's cold out so it runs richer, but eventually the car will say "hmm, it's been cold lately, maybe it will be cold tomorrow also!" and then it memorizes the temp and you'll be back in square 1.

It's all bull... there's no such thing as a piggyback controller or reprogrammer for under $500... (or somewhere thereabouts)... otherwise we'd all be using them instead of fooling around with stupidly expensive piggybacks and standalones.

25 bhp, pssht. That alone tells you it's bull. Most you could get out of a Fiesta on tuning (with a $500-700 piggyback) is about 10-15 hp midrange... and only if you're lucky. To get a 25 hp increase requires a whole lot of money and time.
 
You will instantly get 45,4 hp @ the crankshaft if you use this ECU combined with electric supercharger and a mushroom filter just like in my signature.
