Britain – Jagged road markings

Whenever I watch Top Gear, I sometimes notice that in small towns the road markings do a weird jagged-wavy thing, like so:

What is that all about?
 
We have those here in Australia. I'm not sure if it means the same thing, but down here it indicates a school zone, where you must drive 25kmh.
 
From what I understand, it is usually on both side of zebra crossing. Drivers should drive slow when passing the section and prepare to stop. The marking acts as a priority zone for pedestrian crossing the road. Traffics have to yield the pedestrian to cross if they reach the zone later than pedestrian.
 
They are used at Zebra crossings to indicate both the crossing itself and to indicate the area in which you are not allowed to park or overtake.

167: You MUST NOT park on a crossing or in the area covered by the zig-zag lines. You MUST NOT overtake the moving vehicle nearest the crossing or the vehicle nearest the crossing which has stopped to give way to pedestrians.

169: You should take extra care where the view of either side of the crossing is blocked by queuing traffic or incorrectly parked vehicles. Pedestrians may be crossing between stationary vehicles.

170: Allow pedestrians plenty of time to cross and do not harass them by revving your engine or edging forward.

171: Zebra crossings. As you approach a zebra crossing

* look out for people waiting to cross and be ready to slow down or stop to let them cross
* you MUST give way when someone has moved onto a crossing
* allow more time for stopping on wet or icy roads
* do not wave people across; this could be dangerous if another vehicle is approaching
* be aware of pedestrians approaching from the side of the crossing.

There are zig zag lines outside school zones aswell, but they are much larger and usually yellow. They also only come from the curb side and aren't in the middle of the road.
