Bug in the game?

Well, i just completed the wtc700 on Laguna Seca for the daily workout. It is an 10 lap race with 10x fuel and 13x tyres usage.

The nr.1 finished 23 seconds ahead of me because he didn't pit at all.

Anyone else have had something like this happen to them?
