Building a Website

Hey guys, I'm building a website for my Fire Department. I've been a member there for about a year now and I feel we need one. I'll probabally host it off a free host, Because it will be unofficial till they approve it. But I am looking for some advice, maybe some ideas. I want it to stand out from all other departments site's, and I know some even use a company that does Fire Co's websites. Im going to code myin, I have Flash CS3 and Dreamweaver CS4, aswell as Photoshop Cs3 and more, so I'm ready for the long haul. My problem is I cant find any good free templates that I can build off of, I just need something attractive, which I can create my own header images and such. Any ideas?
 
We had our boss look at sites that she liked and then modified the code (right-click --> view page source --> file --> save as --> edit --> profit) to suit our needs with Notepad. Nothing fancy but it gets the job done. Of course, I'm not a huge fan of flash, either. Small .gifs and .jpegs I would think should do. It's your site, though. :)
 
I haven't upgraded to CS4 yet, but I know Dreamwever CS3 has a lot of straightforward, easy to customize templates - and they've probably added even more in the latest iteration. Be sure to check them out before you venture out on the web.

Mmm, The upgrade to CS4 is quite worth it if you ask me, The new UI is cleaner, its faster, easier to use once you learn the UI abit more... Its great! I definatly vouch for it. And as it does, I'm looking for something fresh, although I may have to just get crazy Creative with my graphics and such.
