I don't actually know what most of your post - including the title - means, but you seem to be stating a lot of things which have no basis in reality as if they are true.
As far as we are aware, there are no plans from Sony to release Gran Turismo on any platform that is not PlayStation. There's definitely not a confirmed release on mobile platforms, there's definitely not a confirmed release date on these platforms, and there's definitely not a confirmed approach to monetisation on these platforms.
