can i play gta on my new pc ?

So if i build a new pc, can i play gta on it without buying it again. Because i have heard that it didn't work. I have currently installed on my pc but i wanna play it on my new pc when i have it.

You can move the game from one HDD to another so I would guess you can move it from one PC to another, but why not just put your HDD from your old PC into your new one?

Cuz one is hdd the other ssd

Also my friend installed gta on his laptop but he want to build the same pc as me so can he play it on the new build.

Yes, you can download and install GTA V on a new PC and it'll work without problems. Some games do have strict DRM with install limits but even those usually allow more than one installation, GTA V doesn't have that problem anyway though.
