Cannot use the "Test Connection Quality" tool

I click on it and it says:
"The test feature cannot be used at this time.
Please wait and try again."
I have already tried deleting the cache and deleting temporary data. Any tips?

When I start the game I can't use the test either, the solution is that I have to start an online race, either in Sport mode or in the Lobby, then just exit after loading the track has finished, after that the test works for me.

I'm guessing it's some weird Japanese way of preventing that the test is being overused or more likely it's just a version bug.

I think the quickest way is clicking to see the lobby list, change the settings on regions to ALL and then leave and do the test.

Works everytime for me.
