Can't open design list (PS4)

Hey everyone!

I have a problem I really like to solve. I've, like many of you, spend countless hours in the livery editor in GT Sport. Of course I've would like to get my car liverys transfered.

But I've encountered a problem that I can't find a solution for. Every time I try to open the design list to get a car livery, the circle and text "opening design list..." apears but it never ends. It just spins and spins and I have to close the application to go back to the menu. The game itself has not freezed, the camera around the car still moves in the background but nothing else happens. It's been like this since my first try like 2 weeks ago. The thing is, I could transfer my helmet and racing suit without problems and the design list always opens in that section, but not for my car liverys. What can I do?

Im on original PS4 (Europe)
Yes, I've shared my liverys in Sport and they are open to all. I've followed the instructions from PD

You’re not going to get help. The livery editor on this game is broken. Some liveries upload and some don’t. When you apply the livery it will take what feels like hours to apply only for an error message to appear and you’re back to square one.

Try to delete all game data and see if that fixes it.

What do you mean with all game data?

Save files? (Will that erase all my progress?)
Uninstall the game and reinstall?

PS4 settings>app data management>system storage>delete>gt7>select all>delete
