Cant reach cars top speed.

I have been running at classic Le Mans and with the Porsche 917 LH the highest speed I can get is 216. In the Sauber C9 Le Mans the most I can get is 201. I went to the gearing menu and answered the questions but it did not improve the top speed and I am not getting to the red line.
 
lower the car's downforce by reducing: wing levels, brake ducts, radiator opening and for the C9 you can increase the boost pressure as well if you can handle the power.
 
It's a low downforce setup suited for Le Mans circuit and applicable to other circuits that allow you to reach top speeds for long periods.

The low down force setup that is tuned specifically for tracks with long straights i.e. le mans. It should be in the load setup screen.

It's new to the classic prototypes but is it also available in the Group C class and other classes?
