I don't have a full licence, so can't enter this years academy, but is there anyway for me to still get the special GTR? I.e. signing up and driving slowly on purpose?

There's going to be hundreds of ineligible people signing up to play the TT and in the end it won't effect who goes through to the national finals, so sign up and get your car 👍

im in the same posisition

couldnt enter the 1st one becuase wasnt yet 18, and the last one i was 18, but no licence, was hoping i could do this years properly...but still no job so havent been able to have lessons yet, but i always entre this doing a few laps a day, and normaly finish in the top 200 / 300 ish at the end, hopefully i can take it more serious next year haha.

Don't worry, you can register.
They shouldn't mind whether or not you have a valid license in this stage of the competition. I am sure more people register without a license.
PD is not going to check whether or not you have a license untill further on in the competition, when things start to really matter. Even if they did find out they would just DQ you from the competition without any further consequenses.

edit: If I were you I wouldn't end up in the top 25ish of your country though
