Can't sign up

One of my friends is trying to sign up for an account here, but every time he tries it says he can't. Keeps saying you can not sign up at this time. Literally like months been saying this.

That sounds like the message you get if you're under 13. Tell him to try again when he's older.

EDIT: Of course, if he does now manage to sign up, he'll be under age and will be banned.

Hmm maybe that's the problem. I only know him threw psn so have no idea his age. He mentioned his password wouldn't be allowed when he tried too. I'm not sure if he is entering it wrong or what.

Does that COPPA law still apply if the member doesn't reside in the USA? Is it just based on what country the forum is based in?

Just curious, as i turned it off on my forums a while back.

COPPA applies to websites operating in the United States, so it does not matter where the user in question is from. GTPlanet must comply with the law, but your forum is outside its jurisdiction.

Unless he entered an incorrect birthdate, he is likely trying to register from a banned IP address. If, after clearing his browser's cookies, he still cannot register, a banned IP would almost certainly be the case.

He was never a member here before so I have no idea how to get your ip banned and still be able to use the internet. I'm really hoping its not something stupid like he's just trying to sign up threw the login and not actually register first. I'll tell him tho thanks.
