car shuffle online?

My friends and I have been using the shuffle option online so that everyone would have similar cars. It says to go from 1 to 10 (10 being the best cars) but no matter what number we choose we always get crappy cars. Is this a glitch or are we doing something wrong?

I noticed something was wrong when i kept using 10 and it was putting me in a Volvo or something

Yeah that's the thing. I mean there's not even a difference between 0 and 10
