I would like to trade this vehicle to someone for a Tank Car. I will be negotiable with other cars though.

Sorry to say but the tank car is over the trading limit so it can't be traded. Best bet would be from either a level 12 ticket or 2003 ticket (whichever one has less cars from it). Just make sure you back up your save file to a USB thumbdrive just before you try the ticket. This way if you don't get the car the first time you car reload the save file with the ticket still in it and try again and again till you get it.

Edit: You might also want to update your OP to include the color of the car and whether it's 0/0/0 or from the UCD.
