Changeable Time & Weather On All Tracks

Apologies if already posted, but with some tracks, like La Sarthe 2005 especially this would be a no brainer. What is so difficult about adding it to all tracks? Fictional tracks don't need 100% accurate real world sunrise and sunset locations either.
