Personally, I don't have a problem with. I'm always of a mind that watching replays of the fast guys helps everyone, which fosters better competition.
I know that some folks are very zealous of their racing lines/setups. The good news with sharing replays with GT4 is that setups can no longer be gleaned from a replay (if you want to call that good news).
Having watched some of the top drivers in the world over the last couple of years, I've noticed the very top drivers are almost indecernable from one another...there
is a nearly perfect line out there for each car/track combo, and these guys usually find it. Point is, it's silly to try and protect your racing line by not letting others see your replays.
I'm all for letting everyone have the opportunity to download other's replays. 👍

you to post a poll in the main Leaderboard forum, after reaching a consensus here, and letting the drivers decide
