how ca i get the chrome paints in GT5??1

Yeah, is it how many cars you get or do you have to reach a certain level?

You get a rare random paint chip for every 30 cars in your garage (i.e. 30, 60, 90, 120, etc.). It's awarded randomly.

You get gifted a random "rare" paint every 30 cars you aquire in your garage (30, 60, 90 etc.) You really just have to be lucky to get a chrome paint... though there is an exploit; if you quit the game before clicking "OK" to the paint you've received, then restart GT5 you'll be awarded a different "rare" paint. You just have to repeat the process until you get chrome paint (it can take a while).
