clocking gurus-99.0%?

look ive been sitting on 99.0% for the last i dont know how long.. i dont have evey single car yet - missing a couple from endurance and maybe a couple of golds on liscences. does anyone know if these are crucial parts or is the much sought after 100% just a mythical being simply there to piss us off?
 
No - the counter stops at 99.0% and then rolls over to 100.0% once you've completed gold on all races (and time trials and arcade on hard).

As Vat_man stated, the counter does stop at 99.0% until you complete the game.

In a bit more detail, what you need to do is this:
At least Bronze on all license tests.
Complete all ten Time trials faster than the listed time.
Complete All Arcade mode single races on the "Hard" level.
All gold on Beginner, Amateur, Professional, Rally and Endurance races. (Complete simulation mode)

i used to think you had to do everything in easy, normal, and then hard - don't do that.
