There are some other restrictions too though. OP seemed to imply that VGT cars were not eligible but only mentioned the Citroen GT by name.

OK so when I go to Europe then France those cars r eligible. And from p100 to p1000.
 
Except the citroen gt.

Well, I would say that unless it's said otherwise, you can use it. If OP meant otherwise, he should be more specific. The competition is already open for quite some days, so if it's not edited, don't worry about it.
 
Trying out a...creative interpretation of the rules. Technically this isn't a panning shot,
and the car in the foreground is also French (it's a Peugeot 208 GTi).

Well seems that I took the photo with the panning settings accidentally left on mistake on my part sorry. The new edit is a full still shot.
