My guess is that it was never intended for use on PS3, so you can't use it for it.

Probably because in GT6, I imagine you can only assign button for handbrake (don't have the game to check), but Fanatec handbrake is an analog axis.
The other thought is, that Fanatec emulates Logitech on PS3, but logitech has only three axis, throttle, brake and clutch, so fourth is not recognized.

What Bumer mentioned above is probably the reason.
With no new releases after Grid Autosport, the PS3 is at the end of it's life cycle.
Fanatec could either make it PS3 compatible and make it on/of or go for the analog solution and sacrifice PS3 compatibility.
For what it's worth, i think they made the right choice
