Guys, Can someone give me a breakdown of how the ABS setting works? I currently have it set to 75 and I understand that simply means when brake gets to 75% it will vibrate.

Is there anyway in GT5 where you can set ABS to vibrate when wheel actually locks as opposed to % of brake?

Not sure how GT models it's braking.
What you need to do is find the point within the game that the wheels lock up.
Maybe 50/70% I don't know.

Adjust your onboard ABS to vibrate at the same point and your good to go.

However when changing cars and altering Brake bias this should alter the point of lock up.
Myself, I would set up my prefered pressures in game. 4/5- /2/3 or however I like my car to react and alter the wheels onboard (EX 70%) to match lock up.
I think a recent update provides a telemetry for tires?

Then when driving a different car tune that brake pressure to match your wheel/pedal.
A bit long winded but better than adjusting each time. Just first time you take a car to track tune the brakes.

Hope that's useful.

^What he said. Currently, unless PD officially supports the Brake Vibration function (Which would add a vibration point for each car's lockup, plus an algorithm to calculate for separate tunes and tracks) then we won't see one anytime soon. However, they could take from something someone made for iRacing, where it monitors your session, and applies the brake vibration when you actually lock up.
