Why not use gameshark if its the only thing he can use?
 
He wont get the most out of the best racing games have to offer. Besides all that money can buy you some powerful sports and racing cars. If he hasn't practiced at the game and just meerly cheated those uber cars will be imposible to control and end up a waste of time. I like to use Gamesharks only when I've completed a game to find out the incredibly hard to find secrets or just have things like moon physics in racing games or extra costumes. That sought of thing. By the way, do you condone the use of cheat cartridges etc??
