Computer will not boot from CDROM

Soooooo ..

I'm going through my routine post-semester hard drive format and I have ran into one hell of a snag here. My laptop will, quite simply, not boot from the CD-ROM drive at all. I've gone into the BIOS and moved the CD-ROM up to the top of the boot order list like normal, saved and exited, and it just boots right through to Windows. I have tried everything, including three other XP discs, I can think of to fix or atleast circumvent this problem, but nothing works.

At the moment I'm running on a skeleton install of windows (which I had to install overtop the current version) with only the bare minimum of what I need installed.

I have my Windows installed on the C: partition and my personal data saved do the D: partition so I wouldn't have to save everything to another computer or something to that effect. When I went to install through Windows it forces you to save installation files to the C: drive, therefore when I restarted and attempted to delete the C: partition it gave me the "Windows cannot delete this partition because it contains files needed for installation" error message, so I am effectively stuck and pretty much screwed at the moment.

Any suggestions?
 
We've been re-reinstalling windows on our laptop for about 1 month now, and still problems. Turns out, it either wasn't able to install a major file, or it did, and it cannot be accessed. We called up pcworld support thing, and they're coming to collect it on tuesday this week - in 2 days time. The guy thought there was something wrong with the hard drive, stopping files from being installed and read.

What?

I am not deleting my files, they are on the D: partition of my hard drive. I am reformatting the C: partition, or the partition with Windows and every other program.

I want to delete the whole C: partition, as in every single file, as in reformat that part of the drive. You do understand what reformatting does right? I do not need help reformatting.

The reason that I cannot reformat is because I cannot boot from my CD-ROM drive. That is what I need help with.
