A total guess here, But I would have to go for B. It sounds familiar, that's partially why I think the answer is B. And the Governor could, presumably, request the assistance of the US regardless of whether the legislature is in session.

I do not believe state constitutions are allowed to violate the US constitution unless it does not cover something that the state constitution does, which should mean such examples are not a violation. I believe it is C, unless a state constitution violates the US constitution.
