Could the MotoGP/SBK licsenes be holding up TT2

Call it a guess, but the fact Kaz have been expressing a desire to revisit TT make me suggest the fact PD is holding from announcing the game due to the fact Capcom has the MotoGP rights and another publisher the SBK rights. Anybody else get this feeling?
 
Or they could just be waiting for GT5.
 
or maybe there is no other sequel for TT :(
even if there is TT2, probably we have to wait for another 2 -3 years :(
