Story:
~In the year 2014, Iran completed its nuclear program. Destabilised by an extremist uprising, four nuclear missiles were launched at targets in New York, London, Jerusalem and Washington DC. Although US anti-ballistic missile defences were able to stop two of the missiles, London and New York were both struck by sub-megaton weapons, destroying each and rendering the area uninhabitable. The counterstrike had been called the moment the missiles' trajectories were known - Tehran and Isfahan being picked off the map by NATO missiles before the glow had even faded from London.
With the UN's headquarters vapourised by the New York attack and Jerusalem and Tehran in ruins, the international community fell apart. NATO declared war on the remains of Iran, while Russia, China and countries of the Middle East were outraged by the NATO's "disproportionate" response and pledged to support Iran. As relations deteriorated and boots hit the ground, NATO and Russian/Chinese personnel came into conflict, sparking retributions, retaliations and eventually World War 3. All major cities and installations in the USA, Europe, Russia, China and Japan came under fire from ballastic missiles with nuclear payloads and the developed world found itself in ruins - while Saudi, Iraq, India and Pakistan also became casualties (the latter two simply as an excuse to destroy their long-standing enemy).
There were no victors. Just about every major city in the Northern Hemisphere was atomised, dead or dying from fallout - and with no functional federal governments, the US fell apart into its 50 States and Commonwealths and other large countries were also divided. Major military or technological facilities were razed too - boatyards, Naval bases, airforce bases, Boeing, Airbus, NASA, Apple... - and casualties numbered in the billions. Several southern hemisphere countries directly unaffected by the war became superpowers. They are:

With populations a tenth the size of pre-war and with the favoured lands the cities were on rendered unusable, most affected states have just enough resources to feed the populace and conduct basic industry. Players may initially claim any three connected territories, with the exception of the five NPC territories and Iran which is a crater full of glowing glass. Some territories will contain devastated land - which is effectively unusable at the start of the game - though the territory may still be claimed as one of your three. Antarctica should be considered initially uninhabitable. Territories separated by short stretchs of water should be considered "connected".
Players will start with $100bn initially. Players' actions may increase or decrease their available fund. Most of the world uses the dollar now (and it makes the gameplay much simpler),
Territories also have a starting population, equal to one half of the current real-world population. If the sum lies above 20 million, you must cap the population at 20 million. Players actions may increase or decrease their population.
Random events will occur throughout the game, and will be announced by Jahgee1124. They are completely random, can be good or bad and can happen to any player.
The effects of geography are hard to ignore - somewhat ameliorated by global nuclear war. Your initially available resources will be based on what territories you pick and this information will be provided by the head mod.
Game Rules
* No game actions are permitted in Week 0.
* One week of reality equals one year of game time - one day will be roughly a month and a half game time.
* One day shall be taken as 00.00 EST to 23.59EST.
* The Head mod will play the universe. This role includes NPC countries - who will not be keen to see a descent into a second global nuclear war - and natural planetary and astronomical processes. Random events will occur daily, though the Head mod may not ignore geography either.
* The Head mod may reject player actions on the basis of consistency or likelihood.
Player Rules
* You should act as though you are the country you have created, not the ruler of it. You may perform any action you believe is appropriate for the present rulers, but remember that the population, if not content, may elect new rulers with different political outlooks - or rise up against dictators.
* You may make ONE POST per day detailing your country's progress. In the instance of inter-country hostilities, more posts may be permitted. In the event of the Head mod rejecting actions, you may make additional posts detailing alternate actions.
* Ludicrous actions are not permitted. An example of a ludicrous action is:
"The population of the player who owns Nevada stumble upon a cache of alien spacecraft and weapons at Nellis AFB and suddenly acquire the means to conquer the planet."
If such a thing existed, the pre-war USA would have used it to conquer the planet and their enemies would know about it thanks to espionage and target that facility with big honking spacebombs. In any case the post-war population is unlikely to know how to effectively use it...
