You're not going to get a much simpler explanation.
Actually in my case I found the instructions for step 8, and step 12 less than clear, so once I figured out how to do it with help from
Mahnegold who was familiar with the process I even sent an email to Fanatec tech support with these suggestions on how to improve the directions. (GT2/G3 below CSR suggestions)

Here are my suggestions for the CSR Wheel
not the CSRE Wheel:
Step 8:
If a firmware update has never been performed on the PC it will be necessary to manually select the driver file located in the sub-folder "USB Driver" by clicking on the button located to the right of the 4th option (Below PW3 File).
Otherwise you will be unable to activate the Start button which will be grayed out.
Step 12:
How to check your CSR wheel's firmware and verify firmware successful installation:
Power up the wheel, let the wheel rotate completely in one direction, and wait for the wheel to rotate back in the opposite direction.
Press buttons A and B, and while keeping them pressed down, simultaneously press down the two lower red buttons. Order...A, then B, then the two reds simultaneously.
The firmware version will briefly be displayed followed by ON or OFF.
ON = Internal fans constantly on.
OFF = Internal fans are temperature controlled.
Repeat the process to shift fans between ON and OFF.

And for those of you with GT2/GT3 wheels here are my suggestions for them because Fanatec uses the same instructions from the CSR although the physical layout is different.

The CSR/GT2 Xbox Guide button corresponds to GT3's Base Button.
The GT2/GT3 LED Display will display two slashes when in Boot Loader mode instead of Ring Light LED on CSR wheel.

Note you may need an extra set of hands depending on your dexterity.
Power up the wheel, let the wheel rotate completely in one direction, and wait for the wheel to rotate back in the opposite direction.
Grab the wheel gently with both hands no later than 90 degrees prior to it finishing the second rotation without counter-acting the flow of the wheels' rotation to avoid undue stress on the internal belt.
Do not let go of the wheel at this point, press down simultaneously on the four lower buttons located at the 9 O'clock and 3 O'clock positions on the wheel's two horizontal spokes and gently bring it back to the center position while keeping all 4 buttons pressed down.
The firmware version will briefly be displayed followed by ON or OFF.
ON = Internal fans constantly on.
OFF = Internal fans are temperature controlled.
Repeat the process to shift fans between ON and OFF.
