Customisation question

I was racing online earlier today, and after about 10 mins, someone joined who's car was customised to look like a police car. I think it was a nissan something, but i am not sure.
So my question is, how can you customise your car in this way?

That's the Nissan Skyline Pace Car. It shows up in the used car lot now and again. It's not a customized version.

Custom animated/lighted livery would be a pretty amazing feature, though.
 
I bought one yesterday. Is it fast? I haven't driven it yet.
 
It's pretty much like a normal Skyline, but a bit heavier, I think.

Its always had lights, they just haven't always worked.

I once used this car in a race with mics. Just before a turn, I told the guy in front of me to check out my lights.

He did, just before plowing throughout the turn and into a wall. I can't believe that actually works!

Yea I should to .I used it as a pace car for a NASCAR race and did a pit lap and all lol it was funny

Maybe we need pd to add more pace cars for pace laps that have no purpose yay
