Pretty much. Basically it behaves identically to GT Sport's roulette, which itself appeared to be repurposed GT5 Used Car Dealership code.

We don't truly know how it operates (nor did we ever really know how GT Sport's roulette did), but it's a robust explanation for what we see.

Not too far from my running assumption that the game pulls from a full prize list, with the list having brackets and probability % assigned to each bracket, with the lowest bracket having the highest probability.

If in your theory the prize slots for lower prizes are a lot more abundant, it's pretty much the same thing, as it skewers probability towards receiving the lower value awards.

Horsepower maxed out with the part installed? I'm documenting this stuff, so I'd like to know.
 
Today, I had received a four star ticket and received 500,000 credits in the process. It was my first daily roulette ticket this week.
