Differences between an Arcade steering wheel and a Sim steering wheel.

I've recently heard something about it, but I couldn't find anything about this.
Can anyone explain that to me?
I think that both are kinda different, for example, I remember cruis'n'world's wheel being stiff and hardly responding.
I think it's something about the steps or something like that, but I'd like a more in-dept reply from you, if it's not a problem.
