Difficulty Levels in Arcade Mode

I used search and didn't find anything that was a good answer to my question.
What are the main differences in the difficulty classes in arcade mode? Is it simply the AI intelligence? Does anybody know how it affects the performance of AI cars tuning wise? I get the feeling that they simply limit the power on the easier modes.
I think Arcade Mode would work much better if they used different cars per difficulty level.
Does anybody have a clear picture of how this works in GT5?

I don't think the AI driver is limited in any way, but with the car. The easy gives the AI "worse" cars than you, medium gives about the same strength car and hard gives "better" cars. As for tuning, I'm pretty sure the cars are stock, in all three "levels".

I just ran two races with a 90's Lotus Esprit with 485PP, one in Intermediate and one in Advanced. I easily took first in Intermediate and raced against cars like the IS-F, Lamborghinis, the Muira, and other higher class road cars. In advanced, I faced against many of the same models but came in 6th place on the same track with the same car, and seemingly facing the same opponents.
I don't get it, they must be tuned down then.
