Dirt 3 laggs online?

When I am offline, I am getting 70 frames per second. Once I get online, even in the online lobby, I am getting 25 frames per second. This is not the usual internet lagg in other games like jumping, cars hopping around, this is frame rate lagg. Anyone getting this and how do I fix it? I am on PC.

About .5 megabits/second. I don't get any issues with any other games though...and this is not internet lagg. It's frame rate lagg.
