DLC account sharing problem

Ok, There seems to be some sort of a problem with the dlc account sharing in my ps3.

The 15 dlc cars are in the NCDs in both accounts but the track (Spa) isn't showing up in the 2nd account.

I downloaded the dlc after downloading 2.02. Anyone encountered such? Or have a solution?
 
I think PD said in the news about the update in the game that thats supposed to come into effect on the 21st.

Are you sure you've installed the DLC on your 2nd account?

Once you've downloaded and installed both family upgrades (Yes, there are two...one for the cars, one for the tracks) on the account that you originally purchased DLC #1, then you just need to go into the secondary accounts and hit the red Download button on the right of the screen, before going to GT Life screen. 👍
 
There are 2 family packs to download 1, the cars and 2 the tracks.
