You can't send the DLCs. To actually get them in a physical form you need codes for them.

To the best of my knowledge the only DLC cars that work on US disk would be Stealth cars that were offered with pre-order -- those codes expired on 1/31/11
The Chrome DLC for the US are still available if you buy a Collector's Edition of GT5. This edition comes with 5 chrome codes -- however, ebay prices for new Collector's Edition are pretty steep. If you can find a retail store that might still have one they cost $79. On ebay they run about double that. Awfully steep price for 5 cars that are chrome and only slightly upgraded.

I found a couple on ebay for 89$ For the signature edition which u would need to get the chromeline jaguar and stealth cars now they want like 300 dollars for it! Also I believe you can still buy them right from gran turismos site if I'm not wrong.

No, they're not available anymore (cept for existing unused ones stuck on ebay).
