DLC Hopeful?

Hi all, me wondering, when I read the manual for borrowing cars it said, "You cant borrow cars acquired from the Playstation Store. Does this mean there'll be DLC cars? Someone please help

Those that got codes from preorders or special edition games had to enter those codes then download the cars from PS Store.

I am sure this is what is being referenced here.
