I think that in the past when making a trade you may paint the car any colour you wish but the paint gets left behind in the trade...The car then arrives at the other end in the original colour. I don't see PD changing that now.

This is a misunderstanding. The car has always arrived in the colour you painted it - BUT the chip he/she gets is the one it was originally painted with. And this hasn't changed now either. Look in the Marketplace on this site. DLC-painted cars are quite popular.
