Sorry if I haven't searches thoroughly enough but I searched to no avail

How exactly do I get dlc for both me and my brother. I've heard something about "family" download but don't know how to access this

It's in the PSN store under the GT5 heading. There will be several different packs to choose from, i.e car packs, track pack, speed test pack and one called family upgrade pack. The family pack is free as it only allows the content to be used by all PSN ID's on the same PS3.

Didn,t read the stickies then. 4th one down on the main GT5 page. Hard to find maybe, its titled ( All your DLC questions answered here! )

I never seen anything like that (?)
All I had to do was download it from the GT5 menu again on my new account.

I'm assuming that if you want it on a different PS3, then all you should have to do is sign in to your account on your brothers PS3, and download it from ypur (PS Store) 'Download List' again.
