Do Prize cars in GT5 (e.g. Rally Prize Cars) have dirt and snow tires pre-bought or do I have to buy them?

So lets say I won the Indy 500, got the XJ13 and did the Historic Race Car Cup in A-spec to get the Lancia Stratos, or suppose I did the Sebastian Loeb Challenge, golded all the time trials and got the Citroen C4 WRC. I know LMPs come pre-equipped with racing tires, and customisable suspension, but does this also apply to rally cars?

I haven't played the game since at least July last year, and while I was playing, I never really paid attention.
