Does it look and play the same on both consoles?

I've been playing the game for 3 years on my PS4 Pro.

I've never given any thought to the Xbox version. But, since I now have the new Xbox series X I was wondering how project cars 2 played on the Xbox compared to the PS4 Pro

At a guess pretty much identical baring a few graphical differences here & frame drops there, but otherwise no real issues with either.

The ps4 pro had 2d wheels on opponents cars.
The xb1x had 3d wheels on opponents cars.
