Does mentioning a new Suggestions post, in a different thread (e.g. Latest News & *Discussion*) to get some initial traction, break any guidelines?

I have recently started a new Gran Turismo Track Suggestion thread that I was surprised not to see have been made before, for the return of the Indianapolis Motor Speedway (Oval & Road Course)
There was one, but only for the updated Road Course, made in 2014 when we still had IMS in the game (GT6).

I have read the rule about no "thread-bumping" by making additional posts in the same thread in order to put it back to the top of the "latest posts" algorithm, but I was considering making a post in "Latest News & Discussion" about the existence of this new Suggestions thread in order to get it some initial traction.
With the Suggestions forum being as old as it is, I'd imagine it will be difficult for new suggestions to get the number of likes needed to compete with ones from many years ago, hence I was considering this plan of action.

I wanted to run this by the Admin/Moderators/Staff before proceeding, as I didn't want to be unintentionally breaking any rules or guidelines I may have missed.
I also recall there was a "no off-site advertising" policy for things like mandatory Discord server joining for leagues, however this advertising would all be contained within the GTPlanet ecosystem.

Please let me know what you think when you can.

It's not something I would take any action against, but it's not something I can necessarily give an explicit approval for, either. That thread is for discussing the latest news around GT7. A new suggested track in the Suggestions forum is not news about the game, so would technically be "off-topic" from a strict interpretation of the rules. It's kind of a gray area.

I would definitely suggest sharing the news in a profile post, though.

You also might want to consider a new thread in the GT7 forum about the Suggestions forum. As you've noted, the forum's age is both a blessing (we've got a ton of suggestions and votes) and a curse (it's difficult for new suggestions to get the same amount of traction). A thread about which suggestions would be most relevant to GT7 might be a great way to spark some new discussion, encourage members to take another look at the forum, and would be an appropriate place for your or anyone to "advertise" new suggestions they make to help draw attention to them.

Thanks for your feedback!
I have just finished setting up the thread in the Gran Turismo 7 forum.
This has also given me the idea that perhaps the same kind of thing could be useful for both the Cars & Features Suggestion forums each, depending on how the Tracks one goes.

Also if you think it would be beneficial and appropriate to do so, I would appreciate it if the Tracks thread I just posted (and the other 2 if/when I make them) would be pinned for better visibility for users. But that is your call.

Please provide any feedback you have on the thread. Any changes that should be made etc. As well as the idea to make similar threads for both the Cars & Features sections.
