My question here is when the car runs low on fuel, does it become lighter, and become able to run faster lap times (provided the tires are still fresh)?
I've been grinding B-Spec to get to the endurance races (ie- the GT-40) and haven't noticed any real difference in the times for my car when the tank is full or empty.

Again?

Yes it makes a difference. A huge difference. Bobs can't drive anyway, so don't expect to learn anything about anything from them.

Yes it affects everything about handling. Balance, weight transfer and cornering ability included.
I just finished my first run of aspec suzuka 1000 and found between 1/4 and 3/4 tank ideal handling for a tuned 2010 camaro.
I ran the entire race in a downpour. Full tank of gas and it was way to easy to throw the back end out. Fresh tires and half tank and i could take the entire section of esses above 98 mph but with a full tank i couldnt go over 90.

Only mistake was not fueling up on my last pit. Ran out of gas on the straight before the final chicane. Held on to my small lead and won by under ten seconds.

In short. Yes fuel weight affects all aspects of vehicle handling.

Edit and slightly ot.
Why do people test things with bob. I hope he doesnt drive like you. I see people testing tunes using bspec all the time in he tuners forums. Seriously what info can come from that........
End. Offtopic edit..........

No no, I wasn't testing it, it was just a thought that occurred to me during one of the longer races.
Anyways thankyou

Sorry, that rant wasnt directly aimed at you. You just sparked a thought in my head.
