Does trade reset at midnight?

I know it use to reset at midnight, but I thought it got changed to 24 hours has to go by before you can trade. I'm seeing a few people say they want to trade before midnight so they can get one in before the reset.

Maybe they all have there 24 hour trades at midnight, but I want to make sure =p.

I'm GMT-0 and I sent a car to my brother at 10pm and another at 12:01am, so yeah I'd say it's at midnight. Not quite sure where the whole 'it's 24 hours' has come from, does it say it in game? I forget.

It's midnight GMT. That's 7:00 PM Eastern here in the US.
