Don't have stealth cars but can the regular versions be tuned to same spec?

Hi there. I was just curious to know, is it possible to make the regular versions have the same performance as the stealth cars by tuning them from the parts shop? I bought the regular edition of GT5 because I assumed it would be possible? Thanks
