I think small manufacturers don't have problems to release the license.
If many of these cars aren't in GT6 is for a choice of Polyphony.

BTW I would like most of those cars.

It would be awesome to have those cars in GT6. Maybe via DLC, I hope so.
 
Sony =/= Polyphony =/= Evolution Studios, cars need to be licensed for individual software, or at least franchises, most of the time. It's all depending on the contracts.
