Driving Endorsements

This is a penalty for my mums driving licence which as you can see was issued on the 12th of July 2008. I was wondering if this penalty is still on her licence as I have read the penalty points are invalid after 4 years? (Site here) https://www.gov.uk/penalty-points-endorsements/how-long-endorsements-stay-on-your-driving-licence. So the question is, does this still count on her licence ?

They are spent... They count for 3 years and you can have them removed after 4 years.

If she sends her license off it will come back clean.

Okay thanks, but do they still count if you have not yet removed them ?

No, they don't count once they are past 3 years from date of offence.
