Bumping, this needs more discussion. Maybe Driving License tests should now have three sections:
- Ability to control the car (at least in early levels. Includes more basic ones like turning to advanced driving techniques such as trail-braking)
- Racecraft (Includes racing lines, brake markers and so on...)
- Driver Manners (Includes how you should avoid backmarkers and avoid penalties. Also the Racing Etiquette video is shown here).
Generally a 15-mission long License setup(like GT4) would be great. This is one draft for the National B Class:

- Basic Control: Acceleration and Braking (Braking from 100m) [Go past the 100m braking zone.]
- Basic Control: Turning S-curves [Go outside the corner boundaries.]
- Basic Control: High-speed Corners [Go outside the corner boundaries.]
- Basic Control: Tight Corners with Braking [Go outside the corner boundaries.]
- Basic Racecraft: Out-in-out racing line (Similar to B-2, but with some level of braking) [Go outside the corner boundaries.]
- Basic Racecraft: Speed control [Go outside the corner boundaries, hit the wall.]
- Basic Racecraft: Brake markers (Braking from 200m) [Go past the 200m braking zone, go outside the corner boundaries, hit the wall.]
- Mid-Term Test: 1-Lap Time Trial in Trial Mountain [Go outside the corner boundaries, hit the wall.]*
- Coffee Break: Racing Etiquette, Part 1 (What is Sportsmanship?)
- Coffee Break: Racing Etiquette, Part 2 (What you should and should not do in online racing)
- Basic Sportsmanship: Simple Cornering (same as B-2, but with other cars) [Go outside the corner boundaries, hit the other cars.]
- Basic Sportsmanship: Collision avoidance (Same as B-4, but with other cars and you enter a corner at a overly high speed) [Hit the other cars.]
- Basic Sportsmanship: Yellow flag (same as B-5, but with other cars and with yellow flag) [Go outside the corner boundaries, hit the other cars, overtake any car.]
- Graduation Test: 3-Lap Race in Trial Mountain [Maximum Penalty limit: 15 seconds]*
* Harsher limit than actual races(where the max. Penalty limit is 60 seconds), so that beginners and single-player hermits would better adhere to the rules when they actually go online.
Things like dive-bombing regulation is out of scope here, though this is also penalized. Such topics might be better covered in National A or higher.
Reward(besides cars): Access to National B events, Access to Online Racing(Start with DR E, SR C)**
** Not sure if you should get an instant DR and SR promotion if you do well in license missions; the maximum limit could be DR C, SR A (Passing the Super license). This is a one-time reward. Not sure if SR should be used offline as well, or SR online can also hamper your offline progress (ex. You made too many mistakes online and got down to SR D, while the International A license requires SR B or above. That said, if you keep your default license SR, you won't have problems going to the next since your Sport Mode licenses are renewed every time a new Career license is given)
