Dumb question, but whats 'online tune/ offline tune'

I keep seeing people refer to various tunes as 'online tune, online ok, offline tune' etc.

What does this mean? do the cars handle differently online vs offline, or is it simply tuned different to maximize for a specific performance point?
 
one is for normal racing the other is for when you are online against other people
